Oldham MP Jim McMahon has also confirmed that he would not back a borough-wide lockdownOldham’s second Covid-19 spike is bigger than it was during the height of the pandemic.For the week ending August 11 there have been 266 cases of coronavirus confirmed in the borough, according to government figures.This is an increase of 18 from the previous highest week’s total of 248 which was recorded in the week to April 12.The borough is currently on the verge of a local lockdown being introduced to try and halt the numbers of new cases of the virus.But the town’s MP Jim McMahon has confirmed that he would not back a borough-wide lockdown if the government decided more stringent lockdown measures were required.Cases of Covid-19 have been cropping up across many areas of the borough in recent weeks, but the biggest spikes have been seen in the Alexandra Park and Werneth areas around the town.However by comparison some areas, such as Saddleworth, have seen no or very low cases over the same period.MP for Oldham West and Royton, Mr McMahon said: “I do not support the approach taken in other places where the government has intervened to lock down whole council areas.“Like many places Oldham borough is not a single place, but a collection of seven towns.“A borough-wide lockdown not just has the potential to close down businesses, and with that almost certain job losses, in areas with few recent positive test results, but it also dilutes the available resources to fully target areas which are at risk with the necessary support.“A borough-wide approach also misses that people do not see the local government administrative boundaries, it is more important as to their workplaces, places of education, where they shop, where they socialise and who they then interact with as a result.“With a borough which stretches from Manchester to West Yorkshire, an outbreak on the Manchester border would more likely impact more on its adjourning neighbourhoods outside the borough than another district miles away on the opposite side of the borough.”He added that any intervention must be ‘localised, targeted and resourced properly’.The higher numbers of cases are also reflective of more tests being carried out in the borough, where they are now conducting around 800 tests a day, far, far more than were taking place in April.However the positivity rate – the proportion of people who test positive – is worryingly high, standing at around 5pc, the highest in the country.Mr McMahon said they could not be ‘blind’ to the ‘routine breaching of rules’, including people routinely not wearing face coverings in shops and on public transport.“Though we are getting to a stage where the majority are observing, we must be honest and say that a significant number are still flouting the rules,” he added.“The same is true of household visits, including outside in the garden, and just nipping in for a few minutes, meeting up with family and friends, and the list goes on.“Too often the reason is explained away, sometimes with an imaginative interpretation of what a ‘bubble’ is.”Staff from Oldham council were today (Friday) carrying out door to door testing in Fitton Hill, part of the new measures that local leaders hope will slow the infection rate enough to prevent a lockdown having to be imposed.They were also handing out face masks in the town centre and offering advice to visitors about the current restrictions prohibiting socialising between households inside homes, gardens or hospitality venues.Councillor Arooj Shah, deputy council leader and cabinet member for Covid-19 recovery, said they were working ‘relentlessly’ to tackle the spread of coronavirus within the borough.“But, despite the efforts of our residents, businesses and public services positive cases continue to rise,” she added.Coun Shah said the warnings that lockdown is imminent remain in force.“We welcome the opportunity to work more closely with government both to improve our access to government testing facilities for residents and to deliver more contact tracing at a local level,” she added.“At the same time, our door-to-door engagement approach will be stepped up across the borough, focusing first on areas with larger numbers of coronavirus cases, to pass on public health advice and gain more information from our communities on how they can be best supported.“To avoid a second lockdown, we need everyone to act now – which means us as an authority taking stronger action, as well as our communities making changes to the way they live and how they interact with other people.“For the minority who are not acting responsibly we will be more visibly ensuring compliance in households, businesses and in our public spaces.“We are all at risk of this terrible virus and it
